[Bug 20944] EME should do more to encourage/ensure CDM-level interop

IIUC, there are (at least) three open issues in this long thread:

(1) It was proposed that, as a condition of registration, CDM vendors be
required to publish a specification of exactly how their CDM works, except for
secret keys that attest to an implementation's robustness.
(2) It was proposed that, as a condition of registration, if a CDM is
implemented using an independently distributed component then the APIs for that
component must be published, so that everyone using that component can do so in
an interoperable way.
(3) It was proposed that, as a condition of registration, if a CDM is
implemented using platform APIs then those APIs must be public and publicly
available.

We need answers from CDM vendors as to whether these things are acceptable, or
not.
