Change Description: Changes have been made to the extensive guidance available
in the HTML specification for the provision of text alternatives using the alt
attribute while retaining the core requirements for the use of the alt
attribute.

Rationale: The HTML specification is the appropriate place to document the
normative requirements for the use an HTML attribute. It is also an appropriate
place to provide guidance on how authors should apply those requirements
