Unless there's a keyframe at offset 5, that sounds like a rather complicated
guarantee to make, one would have to annotate the segment containing offset 5
to stop playback at that offset and could end up with many such segments if one
sets duration back and forth.

As for what data is removed, there would be some elegance in specifying that
the equivalent of remove(new_duration, old_duration) (Bug 18709) to be run. If
one wants playback to stop at some exact offset that's not all that is needed,
but it would answer the original question of this bug report.
