Status: Accepted

Change Description: In order to prepare the upcoming heartbeat draft while
still acting in deference to the open status of ISSUE-151, making the minimal
amount of changes to clear up inaccuracies as to where to find the latest
stable version of the spec and our W3C feedback channels.

Rationale: Spec was inaccurate about where to find the latest stable version of
the html5 editor's draft and our feedback channels.
