[Bug 18587] Define clearly what data is removed when setting an explicit duration

Adding a non-normative note cannot make a difference in what "Remove all media
data with timestamps that are greater than new duration from all SourceBuffer
objects in sourceBuffers" means. I don't see why removing data or the concept
of audio frames need to be mentioned at all, if the desired effect is that
playback should only proceed to duration. Certainly an implementation would be
wise to throw away as much data as it can, which may be worth mentioning in a
note.
