Change Description: no registration performed
Rationale: the registry URL changed. It's now:
http://www.iana.org/assignments/about-uri-tokens/about-uri-tokens.xml

It appears that someone has already beaten me to this task, as the link above
currently defines:
* about:legacy-compat
* about:srcdoc
* about:blank
* about:invalid

You note that the definition for about:blank entry should be updated. Can you
please check the above link and confirm if this is still true? Thanks.
