[Bug 17682] Clear Key: Document how keys and key IDs are associated

How clear key works regarding initdata should be the same as with other CDMs.
For example, since for ISOBMFF the InitData is proposed to be a pssh box or a
concatenation of pssh boxes, for Clear Key when the media format is ISOBMFF, a
Clear Key 'pssh' box should be defined. This box would contain a defined (W3C?)
System ID which corresponds to the Clear Key CDM, and the Key ID. From this
point forward processing would be strictly identical with other CDMs.
