Mark and/or Steve, please provide some new text for the spec that reflects what
you have agreed upon here. 

Step 2 of the segment parser loop algorithm already provides a mechanism for
skipping bytes that the bytestream specifications say should be ignored. I
think you just need to provide text for the ISOBMFF section that outlines what
top-level elements should be ignored.
