[Bug 18600] New: Inconsistent capitalization of RFC 2119 key words

https://www.w3.org/Bugs/Public/show_bug.cgi?id=18600

Summary: Inconsistent capitalization of RFC 2119 key words
           Product: HTML WG
           Version: unspecified
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: trivial
          Priority: P2
         Component: Media Source Extensions
        AssignedTo: adrianba@microsoft.com
        ReportedBy: philipj@opera.com
         QAContact: public-html-bugzilla@w3.org
                CC: mike@w3.org, public-html-media@w3.org

MUST/must and MAY/may are inconsistent, which could give the (incorrect)
impression that only MUST and MAY or normative.

Suggest using only lowercase, like HTML does.
