At least one caption writer reported at some point that actually they prefer not having comments at all as they're only really useful during translations and it's better to be able to see those comments while watching the video. inter-cue comments we can support pretty much any way we want, since so long as you don't have a "-->" anywhere in the comment and don't have any blank lines, it'll be ignored.
