The I18N Core WG requests that this bug be re-escalated in Tracker because we
seem unable to convince the editor that our use cases are "compelling enough",
in spite of implementation support in browsers and broad support for retaining
this tag from the affected Japanese community.
This is a consensus I18N WG decision [1] and is I18N-ACTION-74. Previously this
was HTML ISSUE-172.
