The spec already says:
"Polyglot markup uses the language attributes in the html element to set the
default language for the document."

I understand this (because of the nature of the polyglot document) to be
prescriptive, ie. it could be written: "If you want to set the default language
of the document you must use language attributes in the html element."

If you use language attributes in the html element, the meta element has no
role to play in defining the default language of a polyglot document.

This doesn't disallow the use of the meta element (eg. when used as metadata),
but it makes irrelevant the mechanism associated with it for defining the
default language of the document.
