A few years ago, the content model of <footer> was changed specifically to
allow usage of <footer> for "fat footers". However, some comments still don't
choose <footer> based on their reading of the spec. Maybe the spec needs to
make it clearer in the definition of <footer> that the element is appropriate
for "fat footers".
