Status: Rejected
Change Description: no spec change
Rationale: There are pages with comments at the top before a DOCTYPE and fixing
that doesn't seem like a particularly high priority that we should call authors
out on. It's not a strong argument, but the arguments in the other direction
seem even less compelling.
