And where in the spec is that term used and/or explained?

Otherwise, I disagree: Error handling should not be part of the definition.
'Unicode code point' and "code point" are used many places in the spec. If it
is necessary to point out to to handle particular malformed identifiers, then
that should be done separately from the definition.
