[Bug 13423] Remove the Editing APIs section. It's extremely incomplete and contradicts my editing spec on a lot of points, so it will confuse implementers.

I would also like to remind people about others impacted by HTML.

I realize that the browser companies have become indifferent to the users, but
I hope the W3C doesn't share this indifference. 

This move is going to cause confusion to the end users (authors and web
developers) and other application developers dependent on this section.
