[Bug 13423] Remove the Editing APIs section. It's extremely incomplete and contradicts my editing spec on a lot of points, so it will confuse implementers.

I disagree with this move. 

This is a major change to the document. It comes after the editor of this new
subspec had already agreed that HTML5 was Last Call quality--which we have to
assume means that he seemingly thought this section was just fine a little
while ago. 

The new specification isn't available for input within the W3C. It's not even
being managed by the W3C, and the editor has made it clear he is indifferent
about both the W3C and the W3C procedures.
