I guess you could argue no use-case is needed here, though.  The only purpose
for making markup like this invalid is if it makes no sense or suggests the
author made a mistake, and none of those is true.  The philosophy with
authoring conformance is usually that we leave things valid unless we have a
specific reason to make them invalid.  I don't see any reason to do that here.
