[Bug 11534] clarify if specially focusable elements mean "all elements with defined valid tabindex" or "elements with a tabindex that allows sequential focusing."

Change Description: no spec change
Rationale: I don't understand. The spec seems completely clear here  it's any
element defined to be focusable by the definition of the tabindex attribute.
What does sequential focusing have to do with anything?
