[Bug 11452] should describe how to send the filename when the field is a file field. It should send the filename as "filename" parameter and its character encoding must be _charset_.

RFC2388 says "The sending application MAY supply a
   file name; if the file name of the sender's operating system is not
   in US-ASCII, the file name might be approximated, or encoded using
   the method of RFC 2231."
But IE, Firefox, Opera, Safari, and Chrome sends filename without any escaping.

It means "selected character encoding".
