[Bug 11666] The value sanitisation algorithm should be clear that it sets the value property to the sanitized form. This is explicit in several cases but implicit in several cases.

Change Description: no spec change
Rationale: I don't understand. Where is it implicit? The Telephone state case
(from which this bug was filed) is explicit  "/Strip line breaks/ from the
/value/" where /Strip line breaks/ is defined as an algorithm that mutates its
argument.
