This is a vague phrase that means very little from a technical perspective. The
UA may decide the "good reason" is because they just don't feel like doing it.
It's entirely subjective. 

You certainly can't set up a test case for "good reason not to".

If the control is displayed at all, providing a simple modification to allow a
person to select from different tracks is a no brainer. It does not have to
take any additional real estate and can be embedded into existing controls. 

Why provide multiple track support if it wasn't going to be exposed in the
default UI? Why provide for multiple text tracks if there isn't anything in the
default control allowing a person to select from among them?

Beyond bizarre.
