[Bug 10844] Mono ruby, group ruby, and jukugo ruby

It is true that stylesheets are needed to have full control of ruby layout. 
However, I do not think that an HTML5 fragment for mono ruby can be rendered as
jukugo ruby by a CSS stylesheet.  HTML5 should provide enough logical markup
for ruby so that CSS can do ruby formatting.  Quite a few people believe HTML5
already does the job, but the spec needs clarification.
