Rationale: I don't understand. Could you elaborate? Why is this an HTML issue?
Isn't this a quality of implementation issue? Are you just saying the spec
should mention that this is a feature that some users will find useful? In
general we haven't included much user agent implementation advice, that's more
the realm of the UAAG and WSC:UIG documentation.
