[Bug 10185] I would like to suggest that "4.8.1.1.9 A Key Part of the content" is moved up, so it becomes 4.8.1.1.1 i.e. it is the first subsection. This subsection seems to be the most important or dominant case, whereas the others are important, but are exceptions?
