[Bug 11181] New: link type "external" either not useful or underspecified

http://www.w3.org/Bugs/Public/show_bug.cgi?id=11181

Summary: link type "external" either not useful or
                    underspecified
           Product: HTML WG
           Version: unspecified
          Platform: PC
               URL: http://http://dev.w3.org/html5/spec/Overview.html#link
                    -type-external
        OS/Version: Windows NT
            Status: NEW
          Severity: normal
          Priority: P2
Component: HTML5 spec (editor: Ian Hickson)
        AssignedTo: ian@hixie.ch
        ReportedBy: julian.reschke@gmx.de
         QAContact: public-html-bugzilla@w3.org
                CC: mike@w3.org, public-html-wg-issue-tracking@w3.org,
                    public-html@w3.org

The current definition reads:

"The external keyword indicates that the link is leading to a document that is
not part of the site that the current document forms a part of."

How is this useful? What's the definition of "being part of a site"? I assume
it's different from "being on a different protocol/host/port"? Who is using it?
