However, if the poster remains static, you could just use an <img>. As noted, you should be able to set widths using CSS. This doesn't work so easily for <video poster> because there you want to overlay the poster on the video, and also want it to disappear when the video starts playing, etc., so it would require nontrivial effort to get it working right.
