[Bug 11322] The date format should be customizable. Provide ability to set a custom format (yyyy/MM/dd) or the locale (eg: an-AU, ru-RU) which browsers have to respect.

The formatting of the value exposed to the user by the <input> is already
customizable *by the browser*.  The browser can, for example, format <input
type=date> appropriately for the locale.

The format send to the server must be fixed, for easy parsing of the value.
