I'm not certain what you are referring to.  The link you provided crashed my
browser several times when I attempted to open it.  Would you please provide a
different example, or provide the excerpt you are referring to as a quotation?

Note: Along with large pages needing to be processed by a browser, they
sometimes also need to be processed by asistive technology like screen-readers
(which I use).  Also, using an # anchor is hit and miss for some assistive
technology as to whether you will actually end up on the correct section of the
document, especially for large documents.
