Specifically, the use case in bug 10828 comment 18 is to use HTML as a
formatting language so as to be able to replicate line breaking seen in other
media, such as books or newspapers, as in:

   http://newspapers.nla.gov.au/ndp/del/article/1118868

Such line breaks must not be paragraph separators for bidi purposes.
