Note that there are vague plans to move innerHTML/outerHTML into a "DOM Parsing
and Serialization" spec that also defines DOMParser, XMLSerializer, and
Range.createContextualFragment. Once that happens, innerHTML/outerHTML will
probably end up on Element.
