I guess we can make them get swallowed if you like. That would just be a change
to the "in body" and "in select" insertion modes to ignore the token in that
case. However, that conflicts with the desire expressed in comment 16.

As far as I can tell it does not. It isn't intentional, certainly, if the
problem does exist. Could you elaborate on why you think the problem exists?
Note the change made in comment 19, which was intended to avoid this problem.

They don't do what we want (e.g. they have the problem described in comment
17).
