[Bug 9152] The list of elements doesn't include elements like input, select (and probably others) that are includes in MSIE.

Change Description: no spec change
Rationale: This is intentional, as I recall. We're trying to minimise the
damage here, which implies a balancing act of trying to specify what is needed
for legacy content without going any further down the rabbit hole than
necessary.
