[Bug 9182] Can I nest <ruby> elements? I think that you should add content model of the <ruby> element, "but there must be no ruby element descendants.".

Change Description: no spec change
Rationale: Is there a good reason to disallow it? I mean, we allow nested
<sup>, nested <em>, nested tables, etc. Why not nested ruby?
