Summary: Use some state other than CLOSED for issues that are
closed without prejudice, for lack of action by a
                    deadline
           Product: HTML WG
           Version: unspecified
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: working group Decision Policy
        AssignedTo: dave.null@w3.org

                    rubys@intertwingly.net, mike@w3.org

Use some state other than CLOSED for issues that are closed without prejudice,
for lack of action by a deadline. One specific suggestion is to add a new
TIMEDOUT state for issues.
