Change Description: no change
Rationale: I changed the name of this document once previously, quite some time
back, and was subsequently asked to change it back. I agree that the name is
not ideal, but then I also think the names of many specs are less than ideal --
and I don't think the name of this particular one is any worse than any of the
possible alternatives. And if I were to change it, I am certain there'd be
another bug raised to propose changing it back. So rather than spend more time
yo-yo-ing around with that, I would prefer that we go with the status quo and
move on.
