I'm wondering if we should change the summary description for this bug. I think
what the TAG and others who have commented on public-html really want the group
to consider is something like: Should the HTML WG publish any formalism or set
of formalisms (including, but not limited to, a grammar-based schema) for
HTML5?

I don't think the TAG or other care particularly whether the set of
formalisms/schemas are published as an appendix to the H:TML document or not.
