[Bug 10434] Mint a link type for pointing to long descriptions (rel="longdesc")

Bug triage sub-team thinks this is a HTML A11Y TF priority because of
relationship to longdesc. Adding a11ytf keyword. Not sure this is a longdesc
solution, but needs to be considered and either supported or opposed in context
of the overall longdesc strategy.

Note there is a catch 22 between relying on browser support before the spec
states a solution, and browsers waiting on spec before they implement anything.
