[Bug 10068] Suggest making noscript obsolete but conforming

I don't want to step on an interesting discussion (and it is interesting), but
I wanted to thank you for saying that a usage example is not a use case. 

Mistaking one (usage) for the other (use case) has actually figured in a lot of
decisions lately--and I think this is a very good technical argument that can
used when objecting to these decisions.
