Status: Did Not Understand Request
Change Description: no spec change
Rationale: Can you provide a link to the section you mean? Web Apps 1.0 section
4.2.5.1 is "Standard metadata names" and there is no section titled "keywords"
that I can find. The section titled "Keywords and enumerated attributes"
doesn't mention commas, and the section that defines the comma-separated list
allows spaces around the comma already, so it's presumably not that section
either.
