Rationale:

This appears to be mostly redundant with ZWSP, but it's probably a usability
win to allow it rather than requiring that people use <wbr>.

(I don't think the nowrap thing is especially compelling as an argument in
favour of ZWSP rather than <wbr>. If anything, that's an argument to avoid
<wbr>, since it means it is rather quirky already.)
