[Bug 7687] New: Use "representation" instead of "resource" in ?6.9

http://www.w3.org/Bugs/Public/show_bug.cgi?id=7687

Summary: Use "representation" instead of "resource" in §6.9
           Product: HTML WG
           Version: unspecified
          Platform: PC
        OS/Version: All
            Status: NEW
          Severity: normal
          Priority: P2
         Component: HTML5 spec proposals
        AssignedTo: dave.null@w3.org
        ReportedBy: nikunj.mehta@oracle.com
         QAContact: public-html-bugzilla@w3.org
                CC: ian@hixie.ch, mike@w3.org, public-html@w3.org

Application cache uses the term resource where it really talks about the bits
fetched from the network for a resource, which are called representations in
RFC 2616. The spec should be consistent with HTTP because of its dependency on
HTTP.
