The issue in question affects what is considered an adequate text alternative
in situations when the alt text is not available. I suggest this will be
implemented in validators long before CR and before browsers implement the
display of the title attribute content in a manner that makes the ommisssion of
alt acceptable,until such times and before last call it should be removed so
that the spec better reflects real world issues with access to title attribute
content.
