[Bug 8074] The document load event is delayed until all resources are obtained, but obtaining might be delayed indefinitely if the resource is fetched when needed and not pro-actively, so load may be delayed indefinitely, which doesn't sound sensible. Is that intent

Check-in comment: Clarify that not trying to obtain a resource doesn't delay
the load event.
