Change Description: see diff given below
Rationale: I've removed the statement saying that DOM Core defines these, but
I've left it otherwise ambiguous. DOM Core is where they will eventually live,
and I don't want to have to update HTML5 when it happens — it should just
happen ASAP without having to coordinate with other specs, etc.
