Like the one I asked myself : "what, there is a difference in the spec in the
markup for the title of a 'work being quoted' and the one for a 'work mentioned
in passing', I missed that. Ok I read it all again."

And I agree that the HTML4 version of this element was unclear, but you could
write it directly without introducing unwanted questions (like "please note
that the HTML 4 specification of this element was unclear.").
