contains a complete proposed rewrite of section 2.5.1 including the definition
of:
The term resolve (in the context of resolve a URL relative to another URL),
which seems to address:

"There's no algorithm that defines how to resolve an arbitrary
  string against an absolute base URL"

Perhaps the text in the "iri-rewrite-draft.html" belongs in the IRI document
itself, though, but this adjustment can be coordinated between the two
documents.
