[Bug 8115] The note on time-zone ranges is too absolute in stating the limits from -12 to +14 and 00/30/45 minutes. Add the word "currently" in to the note.

Change Description: no spec change
Rationale: The way the spec is phrased it's pretty clear that it's talking
about the range of actual timezones, not the theoretical range. Should the
range change, let me know, and I'll update the spec.
