[Bug 7264] New: make <% start a bogus comment

http://www.w3.org/Bugs/Public/show_bug.cgi?id=7264

Summary: make <% start a bogus comment
           Product: HTML WG
           Version: unspecified
          Platform: PC
        OS/Version: Linux
            Status: NEW
          Severity: normal
          Priority: P2
         Component: HTML5 spec bugs
        AssignedTo: dave.null@w3.org
        ReportedBy: annevk@opera.com
         QAContact: public-html-bugzilla@w3.org
                CC: ian@hixie.ch, hsivonen@iki.fi, mike@w3.org, public-
                    html@w3.org

Apparently both WebKit and Trident make <% start a bogus content. The interwebs
depends on this and since it is really trivial to make the HTML parser do this
I think we should add it. It should of course be an error, etc.
