Perhaps you could say more about what specifically you don't understand. One
solution to this might be to change id attribute uniqueness to be only among
the same siblings and define UA processing requirements for handling ID and id
attribute references (much of a possible solution is suggested in the link for
this bug: http://esw.w3.org/topic/HTML/IdAndTypeID)
